Not sure if your CCC can allow the V-sync,but mainly V-Sync has been used on XP and this sometimes help me on older cards with better FPS results

But here is ATi Tray Tools which can allow V-Sync(Vertical Sync)

If you download this sw,just select under 3D->Wait for Vertical sync->select Always on

I did offer a GTX 460

I have a pair of HD 5870's and can say they wipe all the sub £200 stuff of the desk... The GTX 480 is too power hungry and hot, mine is like a space heater...

Look for a GTX 570 ( like a 480 only cooler ! ) or the HD 5870 IMHO.
