as for insurance ive heard that they are bringing out a law that even if the cars off the road it needs insurance but to what extent, some cars are in peices so why would u insure them

Colin, only applies to vehicles that are on the road, if sorn then insurance is not required.

The new law now in effect is that any vehicle without an SORN must be taxed and insured.
Some time ago I forgot to renew the SORN on a particular vehicle, infact I actually taxed one Subaru by mistake and not the other but I had taxed the wrong on IYSWIM.
Two months later I got a letter from DVLA with a £100 fine and demand for unpaid road tax. I explained what had happened and after talking to them and getting a dressing down on the phone the £100 fine was removed but I did have to pay back tax for the two months which was no great deal as I was now ready to put that car back on the road.
I would guess that now, when they get this under their belt and it may even be happening now they will take all uninsured vehicles and run them against their SORN data base and any that are not insured or SORNd may initially get a warning but the intent will be to issue fixed penalties of £100 or whatever.
A good revenue generator for presumably not a lot of effort and the owners of these cars then take their chances with NPR cameras if they do drive but just parking in a cul-de-sac or any public place and they are at risk even if the vehicle is not in use.
Just another devekopment to tackle uninsured drivers and untaxed cars and when these are stopped I understand there is a high probability of other offences being detected or worthwhile intelligence being gathered.
I am glad loopywhufc got sorted but I would still want sweet revenge on steve121278. I guess I can be a sadist when it comes to dishonesty and scams.
