The Ascension Islands are British as far as I know, so they would be still available. But available for what is the big question? I could only see them as a stop off point for supply aircraft to refuel, so if we lost the Islands that would be it, game over, we have no way of taking them back.
In terms of the Black Buck missions, from what I've read, their success was more to do with the Argentinians realising we could bomb their home land, rather than bombing the Falklands themselves?

Correct, the one big thing the Argentinians were really scared of was a single, quick and effective nuclear strike on their Capital. They really believed it was a likely event. But then Maggie, over lunch one day decided to take a cruiser with all hands.. end of the Naval war, then our chaps ended the ground war..

The inflight refuelling was incredibly complicated by the Victors and the modified Vulcans, but with a broken fuel receive nozzle as did happen in one case, they had a very difficult time to find somewhere to land because it was not possible to reach Ascension.
This should reveal how difficult it would be now to threaten the Argentines with significant reparation should they try it on.
