As has already been said a rear arb and drop links will transform your car, if you are going for track days then fit coilovers if your budget will allow, if its just for lowering and looks then springs will do the job and save you some cash.
I fitted a 24mm arb and solid drop links last weekend to my wrx and i cant believe how much of a difference it has made!!

Haha - yeah they ain't cheap that's for sure, although it sounds like the OP is after the best they can buy.
Whilst AST's are expensive, if you want rally spec, Ohlins can cost over £6k

Where is the car going to be used mostly?
If on road and a few trackdays, you can't go wrong with a set of Eibach or Sti pink springs.
The OEM shock absorbers are very good since they are inverted monotube ones.
Having tried both coilovers (and been in a couple of cars with them) and Prodrive/Sti pink springs I prefer the springs for a road car with occasional track use.
