I had a shifty at mine,theres 2 relays in the black relay box under the bonnet one for left one for right.There power feeds so it cant be them as subaru are switched earth not live so if they fail you lose lights.Any other relays are likely to be behind where your code pad is.

I just tried my lights with the engine of so i could hear the relays.When i turn side lights on a relay clicks behind the code pad.when i turn the headlights on the relays in the black box under the bonnet click.When i switch beams there are no relays clicking so it doesnt look like the switched earths are relayed unless there real quiet.Are you sure your high/low switch is ok?

I just had a thought don't the high beams share a relay with the fog lights,as when the fogs are turned on high beam goes of,it might be a idea to look there.Basically the only thing that can cause your high beams to stay on is the earth isn't breaking when you switch to low.This can be caused by a wire touching ground,the stalk switch,or a relay that controls earth is sticking on, i don't suppose one of the relays on the headlights is a earth control? You can check if one of them is a earth controlling relay as it will have 2 permanent power feeds with the lights on whichever beam your on, they would be terminal 30 and 86.

here's an update, been placing around and i removed the driverside relay on the back of the headlight and now everything seems to work 100% and fine.
This has got me stumped as a relay is completely missing but it works
