Probably out of your price range, but have you considered a JDM Civic Type-R (FD2)? First off, the chassis is both lighter (by 50kgs) and much stiffer than the UK type R (FN2), the suspension set up is far superior, the brakes are awesome as standard and the engine - oh what an engine. My FD2 was dynoed at TDI North and made 238bhp absolutely standard (with some manifold trickery and remapping, now makes just over 260bhp, which ain't bad for 2L normally aspirated ). However, I can still get 40mpg on a long Mway cruise
The driving experience is totally different; I've owned a lot of cars in the past including some exotic Jap machinery but the amazing handling of the FD2 is what got me hooked - so incredibly precise, amazing turn-in and feedback. It's an utter joy. The FN2 is fairly decent but the FD2 is something else.
The only fly in the ointment is the rock hard suspension, which is totally unsuitable on UK roads. I solved this by purchasing a pre-owned FD2 originally supplied by Litchfields as many of them came fitted with AST suspension, which is superb. I'm sure you could find an AST-equipped one floating around somewhere.
Finally, there's the stealth factor; I used to run a 415bhp STI Blobeye Impreza and got sick of people trying to bait me. But when it comes to the FD2, while it looks gorgeous, most people haven't a clue what it is and what it's capable of. I've had not a single instance of 'unwanted attention' in the 8 months I've owned it.

i owned an EP3 for 4 years, and moved to my TYPE UK sti, both were 54 regs. and if im honest, im tempted to go back as i find the price for power way too much, and general running costs dont warrent the fun factor.
the ep3 is a very reliable car, and very cheap to maintain compared to a scooby. you cant really compare handling was its FWD vs 4WD, but if you get the right tyres, and are practice you can get the CTR off the line very easily. it comes down to a bit of skill, but i used to launch it very well. i easily got 300miles from a tank, sometimes more if on very long motorway journeys. the power gains aint as impressive compared the scooby for money, but still a very fun car, and yes you have to take them to the limt to get power from them, but thats just how a vtec engine works.
im tempted to sell my scooby and buy my mates supercharged one, and have some money in the bank.
i loved mine to bits, and thought an impreza would be a big upgrade, but its not. not as comftable and size wise its not much bigger (driver point of view its more comftable in a civic)

Ok for a budget performance car,
Depends on what creature comforts you want, for a similiar price (around 5k). i'd for a late spec RX DC2 import..
I've got a premier EP3, my mates STi V6 is quite a lot faster and a sturdier drive. You can really feel the difference in weight, the civic feels abit flimsy and wants to lift off.
Insurance is dear on them, like Imprezas
