I would never say it's right to go out and break the law, but this doesn't make sense. Where the money goes, only time will tell but I doubt it goes to any victims directly. Also why, for example, should someone who say illegally parks help to foot the bill for victims of actual crime that had a direct victim?
It seems to me, more and more this country is about raising revenue, and plastering over the cracks instead of actually dealing with any issues head on.
Ideally, we have no crime. That will never happen while we don't have real punishment. Certain people get away with a slap on the wrists if that for certain crimes, and we foot the bill from a different group.

I think it is quite wrong to put an extra tax on the fine like that.
The likelihood of course is that they will take the cash with a smile as usual but as a victim it will be very difficult to actually get anything out of them. How can we trust any of that lot?

a tax on you dog curling one out cos kids might be "victims"?
a tax on your gran smelling of wee cos the grandkids might be "victims"!
a tax on curries cos your **** might be a victim!

I'm sure any money 'raised' wouldn't actually benefit certain groups of victims of crime. In my case I'd only want the money stolen given back. I don't require counselling or the such like.
I'd also rather want the person responsible for stealing it to pay it back and not a tax on the decent. That wouldn't sit right for me. Unfortunately no law in the land could help at the time to prevent the theft but common sense could have so easily.
