These specs scameras will be only in operation for 18 months or so until the new gantries are installed along with the new variable limit.
The cameras are not actually live at the moment but I'm not going to say when they are live just in case the date changes and someone is caught out.
Best to treat it as live right now across all lanes then you know your in the clear.

(albeit until the tunnels and then I got stuck behind an accident and it took me nearly an hour to get to High Cross). 
I would say nearly 99% of traffic stuck to the speed limit and it was only the reps in their Vectras (now Isignias), Mondeos, BMW's
and the like that thought "great a clear stretch of road" until they saw the cameras and then slammed on for dear life. 
It will improve the drive up and down Julians bank but only when everyone obeys the speed limit.
