After one rotation of the engine, the belt marks are not supposed to line up with the marks on the pulleys. You need to rotate the enigne 281 times to get all the marks on all the pulleys to line back up with the marks on the belt.
Rotate the engine so the cam pulleys line up, see where the crank pulley is.
I don't see how you can get it wrong if the marks are correct on the belt, and they are correctly lined up with the teeth on the pulleys. Ignore what looks right before you have the tensioner properly engaged, the timing marks are what you should be looking it.

Cant see how the timing is going out - did you check the keyway on the crank ?
Pic below is a Version 4 setup but still the same as yours :

Make sure you rotate the engine clockwise ( towards the tensioner ) when viewed from the front and with the spark plugs out.

UPDATE My workmate decided to call the engine supplier in birmingham (still not sure of the company name, he said it was "three initials begining with u, u p s or something"
), he asked them if they could time the engine up for him and aranged to drop the engine up to them, they insisted they used one of their belts at a cost of £80 and he agreed, a week or two later he had the call to collect the engine and when he did he noticed that it was a different engine, but was happy that he now has an engine that is ready to go back in the car, so still none the wiser on the reson the original ej20 would'nt time up
