Depends on the board.. Admins can easily see PMs and its down to them if Mods can.
Some boards are very heavily moderated and everything is screened. You agree to it when you sign up.

Yes, it depends on the board and the board in question is SIDC where neither the Admin or Mods have access to PM's!

Well I am sure an IT Proffesional could given access to the database, but I have full admin access and there is NO facility to read / access PM's within the admin control panel
