Ony if you're clocked at an average speed over a distance are you liable for prosecution for speeding.
Or over a marked distance and timed.
For bad driving, then being on vid helps lol.

If he's got you on camera, then your stuffed. Did you do what your accused of? If so give up now.
If you didn't, the prosecution will have to provide your solicitor with the evidence they have before court. If that shows you did it, expect a right royal shafting for taking it this far.

If the officer was travelling at 28mph and you went past him at 29mph then he would have been very close to you all of the way. If you were travelling a lot faster than he was, then he'd have to accelerate to catch you.
If he catches you in say 10 seconds, he was travelling at a similar speed to you, but if it took him 45 seconds to catch you, then chances are that you were travelling much faster than he.
But as I said earlier, don't do it again

CPS (now) don't procede with cases unless they know they'll win.
But if they have the evidence, they will hang out of the back of you and rinse you if you lose.
I suspect the officer that pulled you was giving you a cheap and easy way out, as opposed to being banned. That's what I used to do to young blokes in Novas who were being idiots.

It only works over the speed limit. You have to follow for a distance showing they are speeding with a calibrated speedo.
I used to allow a mile to be sure. Once saw 177mph from an Escort....

He did say he touched 120 to catch us up must be a delayed reaction cos we were no were near 3 figures.
As for dont do it again. Well I shall try not to get caught but **** happens.

Me and a mate were driving our cars on a local bypass and overtook an unmarked cop car. We did a u turn at the next roundabout and were soon followed by said copper.
He pulled us over and said he was doing us for excessive speed on a single carriageway.
When sat in his car we asked how fast we had been clocked at he said that he didnt have us clocked as such but had us on camera, we asked to see the video, to which he said we cant and got on his high horse and said he was gonna do us for speeding, dangerous driving and racing.
He eventually changed his mind again and said we could have a fixed penalty notice.
Now this all seems a bit strange to us as he says he has a video but wont show us, says we were speeding but hasnt got us clocked.
Do you think we should call his bluff and see him in court or take the 3 points and thank our lucky stars?

IIRC If there is no calibrated evidence and only one police officer, then you might have a chance of contesting this. If there was evidence you really should have been shown it. The opinion of two officers would certainly be sufficient to hold up in court. So if there were two present, you're pretty much hosed!
The most honest thing to do is ask yourself one question: "was I speeding" if the answer is "yes" then one could argue it's a fair cop and you should just take the points.
If you didn't like the policeman's attitude, that's a seperate issue and can be dealt with via a letter to the Chief constable.

A certain aspect of this is accepting that you were caught and accepting losses is part of the game. I have been let off with warnings for being a little bit over the limit or not displaying trade plates correctly and that was individually down to the officer at the time. When you get caught so blatanly like that you might as well hold your hands up be polite and hope you get a warning next time.

Just ignore everything for a while and see what happens, If you don't settle it they will take you to court anyway but you can at least see the letter come thru the door with all the details of what you are being done for and go from there before any court dates are even threatened
