Problem is with ring fencing is that you get unnecessary expediture. Say green taxes raise £100million, and the budgeted expediture in that area for the year is £80million. Because those funds are ring fenced, invariably the £20million is spent on unnecessary projects in order to maintain funding the following year. (Much like we see councils having lots of unnecesary expenditure in Jan/Feb to ensure the same funding the following year).
Exactly, and again, not an emissions trading scheme. So the point is, the "tax" or ETS, green tax, congestion tax, whatever you want to call it, raised to "combat climate change" is being used for what? Certainly not "fighting" climate change (That's an oxymoron).

One cannot fight something one has no control over.

Yep, we might have already done enough damage for that indeed to be the case now. Bit of a bummer really.

Damage implies some sort or measurement. How do you measure that "damage"?

By looking out of the window. Try, if you can, to step away from the keyboard on this issue with me. You know my views, there's nothing to be gained from re-hashing it yet again.

So, by looking out the window, you see change. I see it too, mind you I have moved several times and to several different climate zones over the last 30 or so years.

Yes, climate changes. It does on Earth, and is observed on other worlds too. No cars there though.

BTW, get some woolies ready, we're about to head in to a "cool spot".
