Just on the speedtest.net thing - I've never had more than 8 on it but immediately before and after get a full 20 off newsgroups, flash in a browser isn't the full story...

Just a note on the router thing , even though I've done a fair few cisco exams i didn't know a broadband router would affect the service so much, I only found out early this year... so if your having probs, try taking the router out of the loop. I swapped mine as the old one was really crap...
It's interesting this. I have often noted how my cable modem behaves differently depending on what its connected to - from PCs with different NIC cards, to routers.

It's often noted alot of empty data frames do get sent to and throw between the box and NIC (with router inbetween) as normal background traffic. It's minimal and its only internal on the local network, so it doesn't seem to affect speed.

But, the most interesting one is what a PC I have with a cheapo d-link NIC card does when connected directly to the cable modem. The data LED has zero activity during idle status on the 'net. Unlike everything else where its flashing like a 70's disco whenever a PC is on. Performance doesn't appear to be affected but the way it behaves so differently is interesting.
