I wouldn't say slow either, those figures are very believable. In standard 'restricted' form 194bhp and with the larger throttle body 200bhp is possible.
Remember though, the Sport suspension bits may only amount to slightly stiffer dampers and eccentric front wishbone bushes - same springs as an M-tech equipped coupe or saloon. Will feel a bit firmer over a normal 328 coupe but not a great deal - the regular coupe often wore 225s as did the saloons if options were chosen. The Sport was more of a cosmetic pack than any great mechanical or suspension differences. Early Sports did have a LSD though replaced by traction control on later cars

Those figures are Autocar's test results for standard cars - the Touring 328 managed a 6.1 to 60 and 17.1 to 100 - top whack of 139. Cabriolet 328i was 6.6 and 17.9 topping at 139, saloon 6.4, 17.4 and topped out at 143 - all done with timing gear

M5 wins my vote - Purely from a pounds per performance perspective view point. High mileage examples with just over 100K now available for just over 10K. Looking at those vids, thats a hell of a lot of relatively reliable performance for 11K.

With reference to 328I. I actually preffered it to my M3EVO. The Evo was Boring for what was regarded and still is regarded by some as a VERY powerful car. The 328I felt just as quick to me to 100mph and in the mid range felt quicker due to the torque. Base price of a 328I was a fraction of the cost, and the cost to keep on the road was minimal. Its NOT a scoob, but at my time of life and driving experience, I would take the 328I over a standard UK scoob as a daily driver.

My RX7 is currently filling all my Jap fuzz box needs, and much quicker than any scoob I have ever been in or owned, and thats including my 2.5, 20g classic.
