The dash is cleaned with some kind of solvent to fully degrease it etc,
Then a special adhesive is applied.
Then the dash is Electrostatically charged, the flock (tiny nylon fibres i think) is also electrostatically charged. This is then sprayed if you will at the dash and the charging causes it to stick to the dash and stand on its end. The charging also ensures you get an even coat etc.

Be prepared to spend about £1000 on a leather trimmed dash if its done properly
