In any contest, the driver is of critical importance, but if we're talking about the respective cars' performance, all else being equal- it's gonna be the scooby that comes out on top.

How do you know what it makes at the flywheel? Did you remove the engine to work out its power on a bench dyno or just listen to what the 'operator' told you the fly figure was? 21.6 is unlikely.
As for the Saxo, if its running a true 160bhp it will no doubt be very fast. In a drag race if it/when it gets the power down it will be tough to beat. Only one way to find out...

the WRC car hammer the road version - Torque... mmm love it.
i have a 160+ish bhp 106 GTI (well wifes), my scooby is a UK car. its not standard anymore... far from it. but it will kill the 106 even in standard trim.
106 - chipped, K7N, 4 Branch + full stainless system + set kent cams.

16 seconds no mate,Iv left the scooby scene-After I owned 3,2 uk models and 1 jap wrx.
I now own a Gtr33-I suppose you are faster than those as well!?

There`s also a thing called torque that has quite an effect on performance. Something a saxo has very little of.
160bhp white 106 is nice will. But what's this, they look like heavy *** 17" alloys. Geeeeeeeeeee, I wonder why its slow??

They look pretty big for 16s. I'd stab a guess with that thick spoke and (I mean no offense) relatively cheap design they would be heavier than the standard 106 alloys. Scoobys, etc can get away with 17-18" wheels as they have higher outright power but on small hot-hatches stuff like that really starts to drain performance.

ok few things i've learnt after haveing a friend who owned a saxo for years.
first off vts's are 120 not 130bhp on the main part, however there are a few 130bhp knocking around you can tell by two little notches that stick out the front of the block, can't remember the exact details but some are sealed up by screws/welds some were never open and i think they are the 130bhp ones.
getting it up to 160bhp without turboing is about as likely as me winning the lottery, cams, exhaust, chip, induction kit and few ither bits and bobs got him to 146.8 bhp.
standard for one against the other and the scoob will win, moded saxo against standard scoob prob not far off even once rolling, moded scoob against moded saxo, not even close.
this isn't always the case, get a driver who will go ***** out in a saxo and a driver who takes it steady in a scoob and the saxo will prob win in the twisties.
Also road knowledge will play a hell of a major issue, just watch top gear and clarkson trying to do nurburg as fast as sebine and you'll know the answer to that one.
comparing a track car with a road car is a waste of time and anyone doubting that go and try to beat a stripped out 2.5 v6 vectra touring car style thing with full set up for race in a 400bhp r34 skyline and you'll see the difference. so that vid of a pug doing 8,52 on the ring, not watched it but i can believe it.
on drag strip, scoob will wins hands down, traction is the big key and saxo wont get enough to be able to make up difference at the end.
so all in all on the road, driver, car and road pays so much difference that it cant be compared, only way to test it get both cars on a track driven by the same driver in the same conditions and you'll have the answer.

So using my same driver different car analysis
Scoob 329bhp......
Pug 205 130bhp......
Scoob quicker in fast and uphill sections ...... Nothing in it on more technical / downhill sections.
With an extra 30bhp in my 205 giving the same as quoted for the Saxo on this thread (regardless whether people think its possible or not) the gap between scoob and 205 would be much closer.
