What happened to being allowed to rejoin society? Serving the time and perhaps coming out reformed?

I am absolutely disgusted at the way that the Government has seriously considered a way to change the laws because of crass sensationalist journalism calling for blood. The fact that two senior government ministers have got involved in the debate really is so utterly bloody stupid that I truly am amazed to the depths that they will sink to gain column inches.
