Andy,

It took three goes with the sealant but they are OK now - do the job properly first time (I didn't!)

Probably a better approach would be to seal them when you fit them - offer them up to the car, see where the cluster meets the bodywork (inside) and then remove them again and add liberal amounts of sealant before bolting them on.

Scooby Sport sells them and if asked nicely will cut out the hole and fit a mounting in the correct place for the fog lamp. ie - you do not loose a reverse lamp.

Not the cheapest though....
