The rally did start on Thursday evening with the official start and the first run through the SuperSpecial.
As you say though, the shakedown was on Thursday morning, and there was a road section from the stage finish in Abergarwed down to Aberdulais, then back up to the service area and stage start in Crynant.
There was a speed van placed in Abergarwed village, and it's likely to be this that explains why so many drivers were caught on multiple occasions. Unlike the road sections in the rally proper, the shakedown road section wasn't timed, so the quicker the drivers got round it, the quicker they were into service - or another go in the stage...

The drivers have something like a 30mph average to stick to on the road sections, but are allowed to drive as per the relevant speed limit.
However if you were up against the clock, and knew that some of the roads may have descended into chaos, you would not hang about in getting to the next check point, and park up round the corner to use up the time if you got there early.
A few years back, when the competitors shared the same route as spectators, you'd be stuck in a barely moving queue, but keep left so competitors could go down the middle of the road and get past you. Plod more or less let them get on with it, but a camera has no discretion.
I think that even a co-driver needs a current drivers licence to get an RACMSA racing licence - one of the Simmonite sisters lost her road licence, and could not co-drive, a few years ago.
BTW, it was Mats Andersson who got a Police escort back to service when he tore a wheel off his Proton (1998 I think), and popular opinion at the time was that his co-driver Lisa Addy was a lot cuter than Risto Mannisenmaki and that swayed it!
