It appears one has under estimated you once again. If it were I, by now two substantial coils of rope and a ticket to the continent would have been procured
You have my word as a cad and bounder that my comments were not meant to be in any manner patronising or offensive. Whilst I may have been critical of policy on occasions, I cannnot recal having taken issue with our esteemed body of moderatorss. {excepting Mr RS's apprentice boomerang tosser and that had no bearing on Scoobynet)
In the absence of a thesis on communication I'd hoped to be constructive. The implications of traffic and opportunities to view are obvious. Therefore earlier, instead of absolute numbers percentages were suggested, though possibly ratios are more relevant.
Being neither statistician or software engineer I am unable to offer practical solutions. Equally a philosoper would be best equipped to ponder the impact of offence hurled in relative isolation.
However, surely a correlation between number of posts, time elapsed and complaints recieved from a latterday Ms Whitehouse, or Distraught of Didsbury could be achieved.
The inherent problem with discrection is inconsistency.
If I may digress to the vaguaries of Rugy League, a pastime of the deprived in the far flung north believe. Previously an opposition player colliding with the ball was deemed to have "knocked on". A revision now requires the referee to determine if deliberate interference occured. Unsurprsingly disent has increased.
Set an arbitrary limit or a complex statisticaly relevant one. In either case as with the breath test there's no question when you're over the limit.

Attempted idiomatic representation of a letter to the Times. Should have signed of Col Bumptious Banshi 14th Punjab Fusiliers DSO & Bar but thought it might upset our PC friends

I accept completely that the potential solution of a ratio between complaints and views seems perfect on initial thought.
I'll try to keep the explanation of where it falls down as short as possible, and will expand if required.
Baring in mind that you are talking about pure figures (to product ratios, etc), here are just two factors that affect the pure figures :
1) Types of Complaint :
"Is this really in the right forum?"
"This is the most disgusting thing I've ever seen"
"LOL! Funny, but maybe the word **** needs editing lads?"
"Why can this ****er get away with this, when my thread was deleted?"
"Are these guys an advertiser?"
"This insults me directly, I want it removed"
What figures do you place on the above? Do they all count as 1 complaint, or should there be a sliding scale that a "really bad" complaint is the same as 5 normal complaints? If so, it become subjective again, which destroys the ratio thing.
2) Traffic of Furum. (will expand on this one as it seems to have been ignored / not understood in my previous posts)
In general, we can have 1000 views on a thread in one day. This 1000 views may be from 20% of the viewers of the general forum, and on a busy thread, at least 20% of them are derived from someone who has already viewed it before.
In International, if you received 100 views on a thread it is almost certain that every single regular visitor of the forum has seen that thread.
So.. example. Post in General gets 100 views in 1 hour, and get's 10 complaints. Post in International gets 100 views in 1 hour and get's 5 complaints. 5 complaints from regular viewers of the International forum is immeasurably more significant than the 10 complaints from general. But statistics say that the general forum thread is more offensive. (Of course, as soon as you add the complication of the type of complaints in section 1, it becomes even more complex)
So the deal is, it will come down to a judgement call even with all the statistics in the world. So we would still have to trust the good judgement of the moderators, which I personally have absolutely no issue with.
Ideal worlds don't exist unfortunatley.

I had not anticipates this, particularly as our discussion has become a virtual email. Even Hercule Belgionas given us up!
But in a further attempt to grab the last word
May I say that fora flows, software permitting, could be adjusted to take account of variation in activity.
My aim was simply to give the Mods an easier life. Regarding types of complaint, earlier I said something like - If you aint seriously offended don't waste their time.
However, where most would simply implement a like it or lump it approach. You have always displayed a wish to take account of members views.
So how about a RTM tickbox:
1) Is this really in the right forum? Theoretically assessed but identified by mods random sweep.
2) This is the most disgusting thing I've ever seen? Assessed when flagged by limit
3) Funny, but .............?" Theoretically assessed
"Why can this ****er get away with this, when my thread was deleted?" - 'Cos we say so & no discussion!
"Are these guys an advertiser?" Look at the bloody banners!
4) This insults me directly, Theoretically assessed
5) Other issues. Theoretically assessed.
Only number 2 is ever logged on the database.
Other respondents will become increasingly insecure & fade into obscurity questioning their reason for living.
Category No 4, if they overcome their insecurity, will mail in caps demanding action and be moved to Cat 2.
A rod of iron will marginalise dissent, tolerance optimises it
