Whatever you do, do NOT put brake fluid in the power steering system!!
As for running it with hardly any fluid in it... You are at great risk of damaging the pump as is uses this for lubrication. (just as you wouldnt run 5 miles to the shops if you had no engine oil in the sump)
Sorry but you are gonna have to find another way of getting hold of the correct fluid. (dexron auto gear oil)

brake fluid will love it tho, swell all those sealsup in no time !
dont use brake fluid.
i ran my car with half the required amount 15 miles, it was noisy/whiney and stiff to steer so i had to drive realcareful but when i re-filled it was o.k, but im not sayin gyes it`ll be fine, maybe i was just lucky ?

Next time you go for a drive and park up, re-check one last time and re-top up as necessary.

if u have overfilled it dont worry, the lids arnt 100% leak proof and with the pressure excess fluid will leak out the lid,bit messy but the right level will soon be acieved
