All Impreza handbrakes work the same way: the disc incorporates a drum, inside which are two brake shoes which move outwards, pressing against the drum when the lever is pulled.
How many clicks does the handbrake come up before it's on?
And were BOTH wheels able to move, or just one side?
If it's one side, that side might want adjusting/freeing off.

there is an adjuster in the back of the drum of each wheel, sounds like this needs sorted - the cable adjuster in the cabin simply alters the "feel"...........

You aren't understanding: the handbrake isn't anything to do with the car's brakes, single or two pot, it works on a totally separate system: a drum on the rear disc.
NOTHING to do with the footbrake.

i do understand just saying its weird to use a drum rather than a separate calliper like ive seen on other cars, suppose if it does the job
