XL has the same load index as the same tyre that is not XL.
It's to do with the pressure in tyre at the max load index, or something along those lines.
i.e. a Load index of 91, is the same as a 91 XL, they both are rated to carry the same weight.
At least that's my understanding from reading about it last year, either on a tyre manafacturer or testers website.
