Rear brakes not working

Rear brakes not working
Hi guys,
It looks like both my rear brakes are barely working at all - needs brake pedal to the floor to stop me turning wheels by hand
Is there a rear break bias valve/compensator? I couldn't see one under the back of the car. If there is one, do these ever seize? (I had this problem on an Alfa I had). It seems unlikely both callipers have seized at the same time?
Front brakes and handbrake are working fine.
It is a '99 UK turbo wagon by the way.
I'm going to have a browse through the workshop manual - and I've had a pretty unsuccessful search on here already

A bit of a bump and update of lack of progress
I've read up about the break bias valve and concluded it seems to complicated for me :O
I'm now thinking that both callipers may be seized. Would I need a seal repair kit to help unseize them or would they just need a bit of wiggling - or are they likely to be totally seized and uneconomical to repair?
Are the single pot rear callipers for the solid discs the same as for the vented discs? I'm pretty sure the pads are different, but read conflicting stuff about the callipers.
