17's are said to be best for handling on both Newage and Classic, I've just gone to 18*8 on my Bug and imho it feels better. Rougher roads would want a greater depth of tyre than smooth surfaces.

17s really. It's as big as you need, especially on a classic. It looks good, offers a choice of wheels and tyres that'll ensure the car doesn't feel like it's wearing lead boots and provides ample room for brake upgrades (just had a 330mm AP 6 pot kit put behind me which is all the braking performance anyone would need).
Just make sure you go for a lightweight wheel, whatever size you go for and adjust your tyre size accordingly to maintain correct speedo readings etc.
