Refurbishing mullered Rota GRAs

Refurbishing mullered Rota GRAs
Hi folks,
I bought a set of Rota GRA 18" polished faced wheels in a group buy a few years ago and they're pretty mullered now. I've curbed them a bit but they've blistered and started peeling quite badly.
Can they be refurbed as new or are they going to need stripping and painting? Anyone recommend a mobile service up to the job? I like he look of the wheels but so far not impressed with Rotas!
