Default Adjustable brake balance

I've been wondering how to vary the brake balance on my '00 Classic. The car (it's a 5 door if that's important) has all the hallmarks of excessive front bias. I'd certainly like to be able to balance the car better on the brakes.
Does anyone know how much these valves affect the balance. I've worked on cars where they do a LOT of work and it's undrivable if they're removed
Ideally I'd like to make the balance driver adjustable to cater for differing loads and road conditions as well as any variations when I change pads etc.
My manual says the car has a balance control valve. This has 2 chambers with springs in each. I suspect that makes fitting a variable balance valve difficult as ISTR they are single bore units.
I've heard that removing this balance valve will improve things. That tends to show they're having only a marginal effect. If that's so, fitting an adjustable valve will only be able to move the balance to 100% pressure surely. That may not be enough.
FWIW, the car's brakes are standard with Mintex 1144 (I think) front pads as the only mod.
Incedentally, the handbrake is superb. The car rotates beutifully. No need for a hydraulic conversion there.
