Worn discs??? please help

My impreza (MY 99) has standard brakes(4pot). At a subaru service they tell me that the front discs are worn after 45000KM (28000 miles). The original thickness is about 25mm, the minimun allowed is 22mm and my discs after some regular polishing would be 20mm. It doesn´t seem to be normal to my since I don´t do track days and have only used two set of pads completly. Is this normal?
