Default brake judder

I am looking at buying a 98 wagon and have noticed a slight brake judder,the discs were supposedly replaced 4k ago,could it just be the discs again or something else, they also dont seem that effective.I know it seems very odd that the discs should be at fault but this is usually the problem on other cars I have had

I've got a MY98 wagon and my brakes are not that good either. I put some red stuff pads in the front (last year) and they got a little better. I'm thinking of braided hoses and bleeding the system next.
My mate has a MY99 Saloon which did have a standard brake set up, he found this really rubbish when braking. He has since upgraded the front discs and pads, and now thinks they are fantastic. They feel 10 times sharper. Hes used black diamond grooved discs with predator pads.

check the wheel bearings arent wearing out....

The OE brakes are pretty crap
