Default 2 pots gone horribly squishy (can hit the floor!)

Hi All

Got some 2 pots from a MY99 WRX on my MY95 GL; they have never had great feel but have recently got progressively worse. With engine (and brake servo) running the pedal can hit the floor quite easily With engine off they still have some play but they do firm up and I can't hit the floor. They would be at the point of locking if I got near the floor so I guess they're still safe but I'm not happy.

I've just bled them and now have new fluid throughout but it's no better. Discs are fine and pads have a reasonable amount of material left but would need replacing in the not too distant future. Pretty sure it's not been losing any fluid as it was still on max.

Any suggestions? Master cylinder? Brake booster? How do I check each of those?
