Default Brake advice

I know this is a very open ended question, and everyone will have their own opinion, but here goes.
I want to upgrade my brakes on my MY95 WRX Wagon before getting a Apexi Power FC and upping the power. They are standard at the mo.
I don't want to spend a huge sum on massive brake conversions. I just want to know what are good discs and pads and if changing those alone will be enough.

Just guessing they are 2 pot calipers with 277mm discs.
Standard discs will suffice, not unless you fancy some grooved/drilled but look at uprated pads such as Pagids 4.2-1's or Ferodo DS2500's with braided lines and decent fluid.

Next step would be an upgrade to 'SUBARU' 4 pots with the same pads with standard disc or grooved discs again.

I think you'd be better looking for a set of Subaru 4 pots (about £250 with disks and possibly pads), stick some goodridge hoses on and some good fluid and you shouldn't have to worry about your brakes on the road.
