Default brake balance

Got my 93 wrx moted this morning and they tested the brakes on the carpark using something inside the car to measure the braking force.as they were doing this I noticed the rear wheels locked and not the fronts .

The car has no abs and the brakes (disks and pads )were replaced about 1000 miles ago. I presume it has a brake proportioning valve somewhere but would like some opinions before I start stripping it all bown.

Have you uprated pads on the front and still have standard on the rear?

Fast roads pads don't always bite as well as OE pads when cold (even if they advertise that they do) ...which it's likely they will be cold.

Either that or you have inferior front pads
Also the remote possibility that they are still yet to completely bed in (although rare for 1000miles - but if you did 1000miles purely on the motoway, the brakes would not have been used enough to bed in).
The final posibility could be the front pads could have glazed.
