Strange brake pedal behaviour

When travelling at very slow speeds i.e. 1-5 mph, on application of the brakes ocassionally it feels like the ABS kicks in and the pedal sinks to the floor with a rapid vibration as if two nylon cogs were slipping (had this happen years ago on the clutch pedal of an old escort) could this be the same problem, being a partial muppet i'm not that clued up on the mechanics of the brake pedal anyone with similar problems? cant imagine its air in the system otherwise it would be doing it at all speeds.
Also thought i'd check my ITG filter for grime as its done about 30K, still looks very clean but has a sticky oil like substance coating it with a very slight residue sitting in the bottom of the air box, is this normal, again muppetary holds me back, still I always believed if you dont know ask.

I can confirm from last winter when we had 2 feet of snow (and only the Scooby could get out our road!) that the ABS does in fact work at 5 mph or less. Rather irritatingly so in the snow. Don't know if this helps.
