Can anyone tell me how to change fronts and rear pads on an MY00 Scoob?

Also when do you change them, is there a max thickness like tyres?

On Bonded brake pads (without rivets) a minimum lining thickness of 0.8mm above the backing plate is the normal time to replace.

You can also tell if your pads are getting low when your fluid level drops as the caliper pistons have further to travel using more fluid in the system.

As for installation here goes :

1, Remove a small portion of fluid from the reservoir.
2, Raise & support the car on jackstands, remove the wheel.
3, Use a C Clamp if you have one to compress the piston in the caliper bore.
4, Remove the lock pin bolt from the lower portion of the caliper (14mm nut)
5, Swing the caliper upwards to access the pad.
6, Remove the pad noting the position of the backing plates & retainer clips.
7, Install the new pas into the calipers, making sure that the shims & clips are in original place.
8, Swing the calipers down into position and install the lock pin bolt and tighten. (25-33ft.lbs)
9, Top up the brake fluid reservoir.

Voila !!!
