when buying alloy wheels it mentions the offset should be around 52mm but if the wheels dont hit the arches on lock even if its higher or lower than recomended wouldnt adjusting the tracking sort out the problem of poor handling if it occurs

The problem with off-sets less than, say 50mm, is vertical movement on the rears. The wheels stick out too far.
And 'tracking' refers to toe-in or toe-out. If you mean 'track' then you can't reduce this.
Stick to 50-53mm off-set wheels (they're not exactly rare). Saves loads of grief.
