Out of balance brakes

I bought my '00 Impreza Turbo last September from a Subaru dealer. It failed it's first MOT yesterday at the same dealer because, they say, due to the brakes being out of balance, there was severe corrosion on the brake discs and it therefore requires new discs and pads costing £508 for Subaru parts or £337 for non-genuine parts! Can anyone tell me why the brakes should have been out of balance and how long they must have been like that to cause so much damage?

It depends where the disks are corroded. If the faces of the disks are corroded then it could be one (or more) pistons seized and hasn't been making contact with the disk properly for a while.
That might also explain the imbalance.
If you've ever taken the car back to the dealer since buying it and complained that the brakes are 'cr*p', then I'd consider giving them the "Paddington Bear Stare" treatment and ask them why they didn't spot problems previously. Check any service receipts for indications of brake problems too.
