Bleeding brakes?

Hypothetical question, but...
Say a garage has fitted uprated front brakes, with SS hoses and DOT 5.1 fluid to a car. They then need to fit SS to the rear at a later date.
Do they need to bleed the whole system or can they fit the rear hoses and just top up the fluid?

you have only got the benefit of new fluid IF the whole system has been flushed thro' with the new fluid!!
there is no point in fitting front lines only as its only the time taken to fit the rear lines that should change!
in this 'hypothetical situation' why did you only get the front lines fitted??

There was some confusion when the mechanics were fitting my brakes. They weren't sure whether I'd been quoted for fitting all 4 lines, so at the time I thought they'd just fitted the fronts and were asking if I wanted the rears done too.
They hadn't bled the system yet, so phoned to make sure I was wanting all 4 fitted first. Hypothetcally, of course
