... but what the hell

Ive got 17" wheels, with 205/45/R17 is them. Its and RB5.

Now then, on my last car I had TOYOs which were nice. However the good folks at TOYO done make this size tyre, closest is 215/45/17.

My query is can I put these onto mt rims? Otherwise what else is recomended. Currenly on factory fit perrelli P Zeros.

The size you need is 215/40/17...the 215 bit is 215mm and the 40 bit is 40% of 215mm so if you do the maths 40% of 215mm is very close to 45% of 205mm of your original tyres so the rolling radius is very close.
If you put 215/45/17's on your car the speedo would be out.

would the extra width of 215 compared to 205 cause any problems, handling or fit under the arches?

215's fit fine, thats what most people on 17's use!!!
