Handbrake not releasing properly

I've had a huming noise coming from the rear end, after some help from Scoobynetters I'm positive its the handbrake release. When I release the handbrake on a hill, the car stays put (sometimes). If I engage and release the hand brake it seems release.
Any suggestion as to a fix would be very welcome. UK97 btw.
