Certainly there is a need to run new tyres gently at first, as they could be slippery due to manufacturing processes etc... so that you don't fall off the road because you lose grip.
I take it gently (accelerating, cornering and braking) for the first 50 to 100 miles, until the top surface is scrubbed off the tyre. Not sure how correct I am doing that.
Don't know about running wheels in. I assume they are round, and stay round. (until you curb them or drop them in a pothole at speed )

Scrubbing in to remove the release agent from the outside, and it also helps if you can get the tyres warm without thrashing them, as the heat cycle will improve longevity (at the expense of ultimate grip in the first few 100 miles)
