Rear Discs Skimming

Is it safe to skim the rear discs? As the surface is slightly rusty.

If it can be skimmed I replace the pads.

You dont need to skim them if the discs are rusty, you need to BRAKE!

Yes! I mean very hard, since the front will take most of the braking anyway.
