Annoying brake problem

Annoying brake problem
When I bought my car it had been off the road for around 6 months. I believe it never moved an inch in this time. When I had a new engine dropped in and the mechanic drove it for the first time he noticed the rear brakes kept seizing when you went at very low speeds (reversing, pulling away etc). The second the wheels move they unlock straight away and never seize up when driving. I thought the problem might sort itself out after all the rust had been rubbed off the discs but it hasn't. The handbrake also feels a little dodgy and I leave it in first gear when parking as to not take any chances of it rolling away.
So now I'm at the point where I want to get it sorted out, apart from being annoying it's damn right dangerous!
Any idea what to change/ check first?

Thanks tony. I didn't know what they were until I googled it there. I've been out to the car and their actually in a bad way. Is it a job I could do myself?

depends if the adjuster is seized or knackered.
The adjuster is a spring on the inside of the wheel at the hub so a pain to get to.
TBH the handbrake shoes are not expensive, I just bought some for my classic at £14 from Europarts and am paying a mechanic an hours work to fit them. He saw mine were shot and the handbrake was near vertical !
