Alloy not straight

Alloy not straight
Morning chaps
I bought a set of alloys off ebay but upon close inspection 1 alloy is not straight, there is a buckle in the inner part of the alloy.
I have disputed with paypal but looks like I'm gonna have to pay for the return postage (around £40?)
Would this be safe to get repaired? I'm struggling to find somewhere local to me that will repair buckled alloys
I'm guessing the price to repair will be about the same for the postage so I might as well get repaired if it's safe to do so?

Problem is I started sanding down 1 of the alloys before I noticed the buckle on this one, so I don't want to send them back as the last thing I want to do is jeopordise my refund once he receives the return.
End of the day though the guy lied to me about the condition so it is his own fault, part of me wants to go at them with a hammer and chisel and then send them back
