Wobbly bolts??

I called up demon tweeks about some wheels a while ago and the guy said I would need some "wobbly bolts / bits"??? or something like that. Everyone I've told this to thinks I'm making it up, but I'm not! Can someone tell me what the guy was on about and what they do!!?

Wobbly bolts are used for fitting wheels designed for car type X to car type Y.
They have a loose collar, which the main bolt pulls squarely against. The collar sits correctly in the wheel bolt seat, although the bolt may be 3mm off centre.
You could use these to fit a PCD of 4x108 onto a hub designed to take 4x110.
