In a word yes but the gains would be so small that you'd barely notice it. When it's off it is only drawing enough power to turn a bearing, which you can freely spin with your little finger. It only really effects performance when you turn it on and it engages with the pump.

Biggest difference it will make is the weight.

Wow. I wonder how much my spare wheel weighs, I bet thats about 10-12kgs with the brace and bits. Better MPG, better WHP. Would be interesting reading if someone weighed and stripped a scoob and noted all the weights down, monitored MPG and performance differences.

I wouldn't say better WHP as you're not changing the power from the engine or at the wheels

Better power to weight ratio you would have though yes Which means faster, and better MPGzzzz.

Legally you have to have the air con gas drained by a professional mate. Just so you know...

Mate of mine stripped his Scoob, managed to knock the grand total of 0.1 of a second off his 1/4 mile time ;]

I really wouldn't bother unless your stripping everything ie. sound proofing, rear seats etc. Just have a big poo in the morning, that would probably suffice
