Why do you hope they got away with whatever it was?
Scenario 1: car had just been carjacked. Hope they got away with it.
Scenario 2: car was just used in a robbery. Hope they got away with it.
Scenario 3: car was reported as doing 50mph pasta school. Hope they got away with it.
Etc...
Hope they got what they deserved. Maybe nothing. Maybe something.

I think you're missing the point.
Scenario 4: did all of the above in a residential area then hot footed it to the M1 where he ran out of fuel in the chase.
How about he was doing 130 on the M1. Hope he got away with it? Would you say the same if you saw a BMW pulled over? Probably not. You'd probably laugh and say hope he gets done.
