Tell them you noticed them following you on more than one occassion and that you left the car while you went into a shop and saw them approaching your vehicle only to turn away when they saw you returning.Tell the police you are worried for your safety as they know where you live and have seen the car parked within eyesight of you house with both men sitting in it. Your word against there`s and it may be enough to put them off.

If you were to tell the police at least they might check to see if the car is the correct Reg for that car(IE not stolen)
They may be following others for the reasons of stealing cars
