Puffs (almost) indentical twin?

Saw going clockwise on M25, about 6:30 ish by the contraflow somewhere between M4 and M1 junctions. I passed it in the opposite direction, so didnt get a great look.
It was a DBM (I *think*... dusky so hard to tell) Scooby Wagon.. big arials on it.. (CB?).. This is the spooky bit:

Either I just saw Puffs twin, or it was DGB and I'm blind...
