Paint on rear arches?

Paint on rear arches?
As the post says the rear archers on my classic scooby have started to bubble and on one side someone has pressed the paint bubble and it has now started to rust is this fixable myself or does anyone know of any good paintshops in the Swansea area where I can get this fixed thanks in advance.

The rear arches on the classics rust from the inside out so its probably worse than it looks, sorry i cant recomend a swansea bodyshop, how about http://www.oldschoolengineering.co.uk
