Default Is he right

A friend of mine reckons that when changing gear if i change around 3000 revs i'm shortening the life of my turbo as it doesn't have time to spool up. He reckons that when the engine revs drop when changing gear i'm cause pressure on the turbo which will eventually cause the bearings to fail. he reckons that i should never change below 4ooo rpm. Is he right.
